The role is to manager Mental Health, EDT, Professional unit & Joint Training Operational teams within Adult Services.
You will be expected to be strategic lead for Adult Services, Mental Health, EDT, Professional Development Unit and Joint Training operational teams across Shropshire, advising, supporting, progressing and promoting the services. This post will provide expert advice to Senior Managers and Members in the area of provider services.
To manage Mental Health, EDT, Professional Development Unit & Joint Training operational teams.
Is responsible to the Assistant Director, Adult Social Care, who is in turn responsible for the post holder’s health and safety, training and development.
Is a member of the Strategic Management Team.
Will contribute to the work of the leadership team, to ensure that the Council’s statutory and professional obligations (in their area) are met, and to ensure the delivery of policies and priorities needed to enable the provision of effective services.
Represents the Council at local, national and regional levels.
To be responsible for the strategic direction and policy development for Mental Health, EDT, Professional Development Unit & Joint Training. To develop short, mid and long term service strategies to support Adult Social Care and corporate plans.
Able to develop and deliver communications and communication strategies that are targeted at the appropriate level.
As a member of the Council’s Management Team, to support the development and delivery of the Council’s vision, values and strategic objectives with a management role on a range of directorate and corporate policies and tasks.
To be responsible for the management of an agreed budget for Mental Health, EDT, Professional Development Unit & Joint Training, influencing the annual budget setting and realignment processes to meet identified priorities ensuring the best possible financial management.
To ensure that the Local Authority’s responsibilities to deliver the highest possible quality support to vulnerable people is achieved ensuring operational procedures and practices are well defined, documented and consistently applied.
To ensure that the views of people in receipt of services are reflected in decision making and planning through meaningful collaboration.
Lead and contribute to new service development identifying commercial opportunities in provider services
To ensure oversight of quality assurance and standards and performance against key statutory and regulatory responsibilities.
To manage and lead Mental Health, EDT, Professional Development Unit & Joint Training operational teams which consists of approximately 80
Responsible and accountable for service delivery of Mental Health, EDT, Professional Development Unit & Joint Training operational teams acting in a supervisory/managerial capacity, monitoring performance, supporting development and undertaking annual appraisals.
To ensure a robust management information framework is in place that provides leaders, managers and professionals with the tools to analyse performance, outcomes and impact.
To work with colleagues in Performance to ensure local, regional and national data returns are accurate and produced in a timely way.
Experience of working effectively through commissioning cycles managing tenders for contracts of significant values
As a member of Operations Management Team, ensures the Council’s Core Values are articulated and communicated both internally and externally in accordance with best practice and in a manner appropriate to the audience.
Contribute to the Adult Services strategic management team in their role of advising Elected Members, Portfolio Holder, Council Management Team.
Will deputise for the Head of Service (Adult Services) as required.
Supports the Management Team (Adult Services) in networking and engaging at national, regional and local level to understand and influence best practice, maintain the profile and promote the interests of the Council.
Ensures that visions and strategies are developed in liaison with Members, partners and service users.
Supporting the management team to develop a vision and strategies for Adult Services which reflect national priorities within the local context and are embedded with people who use services, partners and key stakeholders and staff.
Ensure that strategies are in place to motivate and enable staff and partners to perform and deliver the directorate’s strategies in line with the Council’s vision and values.
Ensuring through management structures the health safety and wellbeing of employees and people using services is effectively monitored and controlled within Adult Social Care.
Support employees to embrace modern business practices and new technology.
Able to commit to working outside of the normal working day in order to be part of the Senior Managers On Call Rota
Ensuring that resources are in place to deliver the identified prioritised service needs.
Ensuring that Service and Team action plans are developed to meet the identified service delivery needs and outcomes and these are monitored via performance appraisals and service reviews.
Ensuring that Service delivery models ensure the effective delivery of the national initiatives and frameworks within the local context.
Ensuring services are supported by systems which support the accurate provision of management information which are responsive to changes in legislation, national, regional and local priorities.
Ensuring services are structured and resourced appropriately and provide mechanisms to deliver continuous improvement.
These duties are illustrative and not exhaustive. The post holder will be expected to become involved in a range of work to enable the service to respond effectively to the changing requirements of the Council and changes affecting the workforce.
Arrangements are in place to assess the group’s performance within the Council’s performance management framework and other appropriate local and national frameworks in order to continually improve the performance across the Council.
The provision of performance reports as required e.g. to DMT, Cabinet and Scrutiny Panels.
Contribute to the creation of Action Plans to address any areas of under- performance within their service area and ensure their implementation and effectiveness are monitored to achieve outcomes.
Local performance indicators are developed and continuously improved on to address local service delivery needs.
A culture of continuous improvement is in place and evident via improved results.
Staff are motivated, informed and sufficiently skilled to achieve high standards of work to pursue the Council’s objectives and uphold its values.
Performance is driven up in terms of outcomes and effective use of resources by leading on joint initiatives with partners and other agencies.
Effective planning, use and control of resources and budgets are in place.
Effective relationships with local, regional and national bodies are in place, to understand and influence best practice, maintain the profile, promote the interests of the Council, identify emerging issues and possible responses.
Mechanisms are in place to assess the needs of service users including specific needs of people living in rural communities and hard to reach groups in relation to housing
Mechanisms are in place for consultation with clients on policy development, service delivery and enhancement
Management Team are engaging with service users and maintain a personal profile with a range of groups.
