Insight has evidenced that Staffordshire is a great place to live. Most families are happy, safe and have loving homes, however there are some families who face challenges that mean they cannot thrive in the way they want to.

Provide high quality statutory Children’s Service (Staffordshire County Council’s children’s services are currently rated as “Good” by Ofsted) that only works with those children and families who require this specialist level of intervention.
Our commissioning is focused upon reducing demand. We recognise that our commissioning must be evidenced based and future focused.
Whilst the service within the cusp of statutory care is dealing with the issues that are presenting today we expect to commission services, relationships and practice smartly to prevent those issues presenting in the future.
Responsible to: Strategic Lead – Early Help, Safeguarding & YOS
Responsible for: Formal Early Help, Child in Need and Child Protection services across a defined geographical area.
To lead and motivate operational managers and their staff teams in ensuring high standard of service across early help, child in need and child protection within a defined geographical area.
To ensure that children and families in the county who require services are responded to in a timely and efficient manner.
Establish a coordinated approach to early help, child in need and child protection by promoting its adoption across the authority in accordance to current legislation, good practice and local initiatives.
Ensuring that all staff members are aware of and adhere to the policy framework in which they are required to perform including statutory and regulatory inspection frameworks.
Develop and maintain effective and positive partnership arrangements with internal and external partners including the safe transition of work.
Ensure the effective transfer of work between teams within children and families services.
Implement and communicate lessons learnt from audits, complaints, learning/serious case reviews and research, keeping up to date with developments in legislation relevant to area of service delivery.
Take overall area responsibility for the recruitment and retention of staff to the service
Work with the Heads of Service and other managers across children and families services ensuring that children and families get the right support, at the right time from
the right professionals.
Ensure that a thorough understanding of the defined geographical areas is developed and that, together with partners, this is used to inform a strategic needs analysis which informs the service design and delivery based on customers’ needs.
Work closely with commissioners to identify the needs within the districts, service gaps or duplication and the procurement/tendering of resources in the area, and ensuring that early help, child in need and child protection services are deployed effectively and are reflective of local needs.
Ensure that early help, child in need and child protection contribute fully to wider integrated service delivery including other local partners to deliver services to children and their families via local, county and regional partnership groups and forums.
Production and implementation of appropriate service plans to achieve service goals and to maintain effective mechanisms for monitoring progress towards these goals.
Handle disagreements and conflicts which may emerge between services and to manage complaints at stage 1 in line with the current procedures and where appropriate, at stage 2.
Ensure an outcome-based model of performance is adopted and informed by appropriate data and that delivery is in line with appropriate national standards, targets and indicators.
To implement effective arrangements for monitoring, reporting, inspection preparation, quality assurance and best value practices across the service.
Deliver services within agreed budgets and establish mechanisms to monitor and manage budget pressures.
Ensure the County Council’s human resources policies and procedures are adhered to including attendance management, whistle blowing, bullying and harassment, grievances, capability and disciplinary issues.
Deputise for the Strategic Lead – Early Help, Safeguarding & YOS as appropriate.
Availability to work out of hours including evenings and weekends as required.
Undertake any other reasonable duties commensurate with the grade and nature of the post.
